The Saudi Product Certificate of Conformity (PCoC) is a mandatory certificate for some products to get imported into the Kingdom. It serves to verify that your products have been registered within the SABER system and comply with the relevant Technical Regulations in Saudi Arabia.
The PCoC remains valid for one year from the date of issuance, and its purpose is to ensure that the products meet the required Saudi standards.
Products that require PCoC
In the Kingdom markets, most of the products are regulated and subject to regulations must obtain the Products Certificate of Conformity (PCoC) , whether they are imported or locally manufactured. Depending on the specific technical regulations applicable to a product, additional certificates like the Saudi Quality Mark and the G Mark may also be necessary.
For non-regulated products, a PCoC is not required. In such cases, the responsibility for ensuring product conformity lies with the distributor, who can issue a Self-Conformity Declaration.
Requirements for Product Certificate of Conformity
To obtain a Product Certificate of Conformity (PCoC) in compliance with Saudi technical regulations and standards, importers or manufacturers must provide a technical file containing specific documents and test reports to ensure their products meet the required criteria. The technical file should include the following:
- Commercial License in Saudi Arabia
- Risk assessment reports
- Test report from accredited/approved in relevant to the SASO approved Technical Standards, categorized as Type 1a for medium-risk products and Type 3 or Type 5 for high-risk products
- if Audit /surveillance report (if any), report, either Type 3 or Type 5 for high-risk products
- Product photos
- Product design and dimensions (labels, manual or leaflets)
