The Shipment Certificate of Conformity (SCoC) is a key vital certificate administered by the Saudi Standards, Metrology, and Quality Organization (SASO) for all shipments imported into Saudi Arabia, regardless of whether the products are regulated or non-regulated. Its purpose is to facilitate the customs clearance process at ports.

The SCoC is specifically issued for product bulk, and it includes vital identification details such as serial number, batch number, and production date. This certificate serves as confirmation that the products meet the necessary standards and comply with the relevant technical regulations.

Conditions of Shipment Certificate of Conformity (SCoC)

  • The issuance of the Shipment Certificate of Conformity (SCoC) is conducted electronically through the Saber platform.
  • To acquire the SCoC for a regulated product, it is mandatory to first obtain the Product Certificate of Conformity (PCoC) in accordance with the relevant technical regulations.

  • Please note that each SCoC is valid solely for the specific shipment it corresponds to, and the responsibility of initiating the request for the SCoC lies with the importer.
  • Since January 1st, 2020, it has become mandatory to include the Barcode on the SCoC.

Application requirements

Please ensure the following documents are verified

  • Shipment inspection in the country of origin (if deemed necessary).
  • Product sampling and testing conducted by an accredited laboratory recognized by SASO.
  • Factory audits are carried out.
  • Obtain the Product Certificate of Conformity (PCoC) if it is mandated by the relevant technical regulations.

Registration Process

  • Submit a new application for the Shipment Certificate of Conformity (SCoC) on Saber for each shipment.
  • Select the appropriate product category.
  • Attach the necessary invoices.
  • Provide the essential product details
  • Specify the quantity and value of the product as mentioned in the invoice and indicate the shipping country.
  • Proceed to submit the request.

The Purpose of SCoC

With the introduction of the Saudi Product Safety Program (SALEEM) by SASO, the Kingdom aims to elevate product safety and quality standards. As a crucial step in ensuring the conformity of imported goods, the Saber electronic platform has gained significant importance.

To achieve this goal, a two-stage conformity assessment program has been implemented, with separate certificates for each stage:

The Scope of SCoC

Medium-risk products fall under the category of regulated products, as they are subject to SASO technical regulations. To gain clearance, these products necessitate a Certification of Conformity (PCoC), which must be renewed annually. Additionally, for each shipment, a Shipment Certification of Conformity (SCoC) is essential.

High-risk products share similarities with Medium-risk ones. They are also regulated and require the Shipment Certification of Conformity (SCoC). However, they may have further requirements, such as obtaining additional certificates or labels like G-Mark, Energy Efficiency label, Water Efficiency Label, SASO IECEE Recognition Certificate, or Saudi Quality Mark.

Difference of PCoC and SCoC

The Products Certificate of Conformity (PCoC) is granted by SASO-approved conformity assessment bodies. This certificate serves to validate a product’s compliance with the applicable technical regulations and SASO standards. It maintains its validity for a duration of one year from the date of issuance.

On the other hand, the Shipment Certificate of Conformity (SCoC) is specifically issued for each shipment imported into Saudi Arabia. It includes precise information such as bill details and the quantity of products within the shipment. The SCoC’s validity ceases once the shipment successfully completes the clearance process.
